1. Who is responsible for your information
This notice explains Milieunomics Institute’s handling of information through Milieu License, including its public website and signed-in application workspace at milieulicense.com. Sign-in and optional payment or notarization services may briefly open the relevant provider’s website. This notice applies throughout your Milieu License application.
It also covers information Milieu License receives to fulfill an optional print, mail or check order from MilieuMiracle.org. The Milieu Miracle privacy notice (opens in a new tab) covers the originating facility request, signed forms and private request code.
The receiving municipality, county, public agency and outside services control their own copies and practices. Using our service does not create confidentiality protections that a law or professional relationship would otherwise require.
2. What we collect and why

Most application information comes from you or a person you authorize. We also receive authentication, payment and delivery status from the relevant providers. Official requirements come from public agency sources. Public search uses form metadata, not private application answers. Opening a linked official form or service sends you to that agency or its linked service provider, whose privacy practices apply. A document preview, when opened, loads from its displayed official source. We do not transmit your saved application answers merely because you change locations or open an official link.
3. Sensitive details and information about others
Provide only what the official application needs. Leave optional sensitive fields blank when appropriate. Do not upload unrelated medical records, passwords, full payment-card details or bank login information. Consider the agency’s direct process if you prefer not to store sensitive answers here.
Identification uploads require a stated application purpose and the separate upload consent. An uploaded photograph does not independently verify identity; we do not use facial recognition or create biometric identity templates. Required consent for sensitive processing must be obtained where applicable law requires it; accepting these terms is not a blanket authorization for unrelated sensitive uses.
Police applications include background and identification information. The city’s voluntary demographic survey is supplied as a separate resource and should stay separate from the employment packet. Grant applications can include organizational financial statements. Remove unrelated personal information where the official requirements permit, without altering a required record.
If you list a reference, emergency contact, employee, household member or co-applicant, provide only the required information and make sure you are authorized to share it. The portal is not directed to children under 13. If you believe a child provided information directly without required parental authorization, contact us so we can investigate and address it as required by law.
4. Who can access information
The application owner and authorized Milieu License managers can access application records to provide support, verify routes and fees, and administer services. Invited signers who authenticate with the invited email can review the application and its attachments. Invite only people who should see the whole packet; this is not a confidential, field-by-field sharing tool.

Other disclosures may be necessary to comply with law or valid legal process, protect rights and security, or resolve fraud and disputes. Clicking an external link brings you under that service’s policies. No Indiana-only or United States-only storage guarantee is made; infrastructure and providers may process information in other locations under their applicable arrangements.
5. Advertising, automated tools and choices
We do not sell application data, use it for targeted advertising, or use profiling to make decisions with legal or similarly significant effects. The current application workflow maps your answers into forms and calculates fees; the government makes eligibility and approval decisions.
The built-in translator processes website and form text locally on your device. It does not send application text to an external translation service or generative model. You review the English narrative answers before saving them to your application. The saved English answers and translation-use record then follow the same storage and access practices as the rest of the application. Translation is optional, and it does not evaluate your eligibility or approve a form.
Translator use is recorded across the application, including if you later choose English. The English translation-assistance notice is included in generated output and the authorized delivery packet, so the people who receive that packet can see that translation was used. Uploaded supporting files are not automatically translated or replaced.
Optional voice search uses your browser or device’s speech service, which may process audio remotely. You can type instead. Camera input is optional; selecting an existing file is an alternative. Browser extensions or translation services you use separately have their own practices.
Read aloud uses your browser’s speech synthesis and does not use a microphone. It starts only on request and defaults to voices the browser identifies as local. If you enable online voices, the selected voice provider may receive the text being spoken under its own practices. Page reading skips form input values, hidden content and marked sensitive areas; selected-text reading can include information you deliberately select. Milieu License does not save a recording of this playback.
You can contact us about an opt-out or withdrawal of consent even though these advertising and profiling uses are not offered. A privacy choice does not itself authorize deletion of official agency records or cancel a service already delivered. Removing data necessary for a requested service may prevent us from completing that service; we will explain the available options.
6. Browser storage and permissions
The portal uses localStorage for your selected community or county, website language and display and read-aloud preferences, including text size, contrast, spacing, voice, speed and whether online voices are allowed. It does not save application answers or uploaded files in localStorage. The built-in translator caches downloaded model files in your browser, not the text or answers it translates. Hosting, sign-in and payment providers may use session, security or functional cookies and similar storage under their own policies. No advertising pixels are configured in the portal’s application code.
Use the Accessibility menu to stop speech or reset preferences, or your browser settings to clear site storage and permissions. Clearing browser storage does not delete server-held applications and may sign you out. Optional voice input and camera access follow the permissions of your browser or device.
7. Security and signing evidence
Application answers, uploaded file contents and signing records are encrypted by the application before storage. Account identifiers, emails, file names, categories, timestamps, document fingerprints and other operational metadata are stored separately and are not all protected by that same application-level encryption. Server-side checks restrict access to private records.
For a Milieu Miracle order, the exact selected PDF and detailed fulfillment record are encrypted before storage. Document fingerprints bind the order to that packet. Request references, status, timestamps and provider references are also retained for operation and reconciliation. The private scheduling code is handled by Milieu Miracle; its authenticated server connection requests the order status from this service.
A signing record connects the signer’s account, name or drawing, consent text and version, time, application version and document fingerprint. When translation was used, its record is included in the signed snapshot. It helps establish what was signed; it does not prove a person’s legal identity. Changed answers or files require signing again. Updating a display preference does not rewrite an earlier signed record.
File format and size checks are not malware scans. No online system can guarantee complete security. Protect your sign-in account and downloaded copies. Report a suspected incident to info@milieupower.com without exposing credentials or other people’s data. We will investigate and provide notices required by applicable breach law, including Indiana Code 24-4.9.
8. Retention, deletion and your copies
Drafts and files remain until you delete an eligible application or request deletion. There is currently no automatic age-based purge. Delete unneeded drafts and remove unnecessary identification promptly.
Self-service deletion is restricted when payment, checkout, processing or delivery records need review. Contact us for those applications or for account-level deletion. We evaluate what can be removed and what must be retained for transaction reconciliation, signing evidence, security, legal obligations or disputes. We will explain applicable exceptions rather than treating every purchase as a permanent bar to deletion.
Deleting active portal records does not recall a downloaded copy, email, mailed packet or agency record, and may not immediately remove infrastructure backups. Providers have their own lawful retention obligations. Privacy access and legally required signing-record access are available independently of the optional $2 PDF purchase.
9. Indiana privacy rights
The Indiana Consumer Data Protection Act (IC 24-15), effective January 1, 2026, has coverage thresholds and entity and data exemptions. Generally, covered businesses process 100,000 Indiana consumers’ data, or 25,000 while deriving over half of gross revenue from data sales. It protects personal, family and household contexts rather than employment or commercial activity.
Where applicable, rights include access, correction, deletion, a portable copy or representative summary, and opt-outs for data sales, targeted advertising and qualifying profiling. Covered sensitive processing requires consent. We accept privacy questions and requests from all users without requiring a purchase or new account.
For covered requests, we respond within 45 days; a necessary additional 45 days requires an explanation within the initial period. A denial includes reasons and appeal instructions. Appeal using the contact below; covered appeals receive a written decision within 60 days. We will not unlawfully discriminate against you for exercising rights. 10. Make a request or appeal
Email info@milieupower.com from your account email where possible. Tell us the request type, any application reference, and how to reach you. For an appeal, identify the earlier decision and why you want it reviewed. An authorized representative should explain their authority.
Do not attach identification, Social Security numbers, passwords, payment details or the full application to an initial email. We may request proportionate verification through an appropriate channel. Privacy requests are generally free; any exception must be lawful and explained. An optional document charge does not apply to a privacy request.

If a covered appeal is denied, or you believe your rights are not being respected, you may contact the Indiana Attorney General’s privacy complaint service (opens in a new tab). Other applicable legal remedies remain available.
11. What changes when you send records to a public agency
Once received by a public agency, a document is subject to Indiana’s Access to Public Records Act (IC 5-14-3), applicable confidentiality exceptions and government retention rules. Some information may be public; some may be protected. A label such as “private” does not itself establish a legal exemption.
Milieu License cannot promise that the agency will withhold or delete its copy. Ask the department about protected submission methods and avoid unnecessary sensitive material. Our notice does not replace the receiving agency’s privacy policy. Open its official website from the municipality and county directory.
12. Updates and accessible help
This notice was updated on October 5, 2026 to explain community and county selection, official external forms and services, on-device translation, reviewed English paperwork and translator-use notices, read-aloud and display preferences, automatic postal quotes with city check amounts in one checkout, and fulfillment of optional Milieu Miracle facility orders. We will identify material changes and give additional notice or obtain consent when required. A later notice does not retroactively authorize an incompatible use of previously collected data.
